Ä¢¹½ÊÓƵ certifies compliance with § 23.1-401.1.D. as noted below:
§ 23.1-401.1.D.1.
Ä¢¹½ÊÓƵ Policy 109 Speech and Expression is posted to the college public policy site and to the “Free Speech at Ä¢¹½ÊÓƵ” website, which is also linked from the nvcc.edu homepage.
§ 23.1-401.1.D.2.
Ä¢¹½ÊÓƵ has adopted materials on the policy developed by the Virginia Community College System. On November 24, 2025, these materials and links to the relevant VCCS and Ä¢¹½ÊÓƵ policies were sent by the college president to employees responsible for the discipline and education of students, including the Deans of Student Success, Academic Deans, Conduct Officers, Provosts, and Vice President for Student Affairs. The Campus Expressive Activities FAQ for Students, prepared by the Virginia Community College System, is also linked from the “Free Speech at Ä¢¹½ÊÓƵ” website.
§ 23.1-401.1.D.3.
No lawsuits against Ä¢¹½ÊÓƵ alleging a violation of the First Amendment of the U.S. Constitution have been filed since December 1 of the year preceding this report.
